Kaevi is a unitary state with elements of both direct and representative democracy. This government was established in 1993 after decades of autocratic rule and before that, centuries of monarchical rule.

There are two primary institutions of the government, the legislatures and the judicial system.

  • The National Referendum System, composed of all eligible voters who may write proposals, gain signatures (275,000 for national laws, 90,000 - 150,000 for prefectural laws), and vote on said proposals. Voters meet thee times per year and their proposals have near-limitless boundaries on what they can accomplish.
  • The National Assembly, composed of 39 members elected by voters who represent the people in a certain area for four-year terms. They may challenge referendum law and pass laws on any area not already covered by said law. This legislature elects and is led by the Speaker, who serves at the pleasure of the National Assembly.
    • The Administrations of Kaevi, who are given responsibility by both legislatures to protect the nation and oversee the implementation of laws.
  • The National Court of Kaevi, the highest court in the nation and composed of seven members who may serve until they reach the age of 87 or are removed from office.
