The largest administrative divisions of Eurasia are known as provinces (Eurasian sing. provincia, pl. provinciae). There are twenty-eight provinces, including the Capitoline Prefecture of Julium. Arveyres, which is considered to be a Superior Provinces of Eurasia, does not count towards this measure, as the Imperial Government does not exercise direct control over those areas.
Each province is governed by a praetor, who is elected by the people of each province. Each province maintains a legislature, known as a curia. These legislatures serve to establish certain laws, however they serve more as advisory councils to the Praetor. Eurasian Imperial law establishes the Empire as a unitary state, and any power exercised by the provinces has been devolved unto them by the Imperial Senate of Eurasia.
Provinces are further divided into prefecture, which are smaller administrative zones headed by a prefect. These include cities, as well as smaller villages.
The current system of provinces to prefectures was established by the Emperor Cephorous I after the interregnum, as a way to prevent further attacks on the imperial throne. This gave the Eurasian people direct control in their elections, and it helped to prevent further civil war. The exceptions to this is the Archduchess of Falcrine and the Queen of Arveyres.

- Superior Province of the Vesperian Shield
- Superior Province of the Asticus Peninsula
- Superior Province of the Mediolanian Peninsula
- Superior Province of Arveyres
- Superior Province of Genevevia
- Superior Province of the Outer Regions
